Proceedings of Seminar on “military logistics and transportation 2017”

INAUGURAL SESSION 

1. Welcome Address : Mr Rajiv Bhatnagar, Chairman Defence Committee, PHD Chambers. The Chairman highlighted the importance of logistics at the national and Services level. There is lack of integration of developmental plans and defence requirements, which need to be coordinated and synergized to obtain optimum benefits. He emphasized the need for joint and integrated logistics at national and Services level. The initiative of Digital India could be exploited to integrate logistics at the national level to ensure optimum utilization of resources.

2. Industry Perspective: Mr Alex Kienast, VP Govt & Defence Logistics, Kuehne + Nagel.  The speaker highlighted the capabilities of his Company in the field of Military Logistics and its pan global presence optimizing the function of logistics. He also brought out the capabilities of the Company to offer tailor made solutions in the field of logistics.

3. Industry Representative: Col Rajneesh Kackar (Retd), Allison Transmission India.  The representative highlighted the achievements of the Compary in enhancing mobility in military logistics by providing automatic transmission in military vehicles. He also covered the imperative need to graduate from manual to automatic transmission, covering the cost benefit analysis.

4. Keynote Address : Lt Gen Balbir Singh Sandhu, AVSM, VSM, DG S&T. The DG covered the salient tenets of efficient and effective military logistics, delving on the evolution of logistics over the ages. He also highlighted various initiatives undertaken in the recent past to improve and integrate logistics in Services. He brought out the imperative need to establish National Logistics Council to integrate resources at the national level.

5. Mr Mohhamed Jamshed,  Member Railway Traffic Board. The speaker highlighted the capabilities of Indian Railways and the pivotal role played by it in promoting logistics at the national level. He also covered the modernization and transformation initiatives being undertaken in Railways.

TRANSPORTATION & LOGISTICS OUTLOOK 2025

6. Chairman Address: Lt Gen Rakesh Sharma, AVSM, SM (Retd). The Chairman presented a broad overview of military logistics. He  covered various initiatives undertaken in the recent past to make military logistics responsive and more cost effective. He highlighted the need for military logistics transformation by adopting best practices from the industry and imbibe latest technology. There is  a  need  to  usher joint and integrated logistics in the Services to make it responsive and cost effective. He also brought out the imperative need to establish National Logistics Council to optimize logistics resources in the country.

7. Military Logistics Challenges : Lt Gen Ravi Shankar, PVSM, VSM (Retd). The speaker covered major challenges confronting the military logistics elucidating the subject with suitable examples from his experience. He covered the challenges in four heads; Connectivity, Transportation, Material Handling and Storage & Accommodation.

8. Visibility, Volumes and  Velocity : Technology Absorption in Supply Chain System by Brig A Dilip Kumar, BGS ASC Centre & College.   The speaker elucidated correlation between visibility, volumes and velocity in military logistics. He highlighted the importance of technology absorption in military logistics to make it responsive and more cost effective.

10. Technologies for Temperature Control & Thermal Management by Air Commodore HC Khemani (Retd),  GM Pluss Advanced Technologies. The speaker highlighted the capabilities of his Company in the field of temperature control and thermal management, which could be adopted in the military logistics to improve its effectiveness. He also brought out the tailor made solutions his Company could offer to benefit military logistics.

NATIONAL INFRASTRUCTURE AND NEEDS OF THE MILITARY

11. Chairman  Address : Lt Gen Vinod Bhatia, PVSM, AVSM, SM (Retd), Director CENJOWS.   The Chairman opened the session with a brief prelude on the importance of military logistics and need of national infrastructure along with needs of the military.

12. Air Commodore LM Joshi, Principal Director, Logistics & Planning, Air HQ. The speaker covered the salient peculiarities of logistics for Indian Air Force. He highlighted the need to adopt latest technology to improve military logistics and integrate logistics amongst the Services to make it responsive and cost effective.

13. Mr Ambrish Kumar Gupta, Additional Member (Traffic Transportation), Indian Railways.  The speaker covered the stellar role being played by the Railways in integrating the country through logistics. He highlighted the capabilities of Railways and its quick response  for Armed Forces in case of mobilization for operations. The speaker also highlighted various initiatives being undertaken by Railways towards modernization in the recent past.

14. National Infrastructure Capacities : Ms Nutun Guha Biswas, IAS, Chairperson, Inland Waterways Authority of India.  The speaker elucidated on the renewed Govt focus on exploitation of inland waterways for national logistics. She highlighted the current capacities and the projects planned in the near future.

15. Dr Manoj Singh Transport, Advisor NITI Aayog, The speaker covered various infrastructure projects under planning and execution to improve infrastructure along the border areas with special reference to North-East India. He highlighted the importance of involving the Armed Forces in planning infrastructure for the country to take care of the needs of the Services. He elucidated that we need to evolve a formal mechanism for interaction between NITI Aayog and the Services for infrastructure development in the country.

16. National Infrastructure & Armed Forces Requirements : Brig Harsh Chibber, Commandant, 1 ASC Centre. The speaker covered a broad over view of national infrastructure and salient aspects of Armed Forces requirements.  He covered the subject highlighting salient aspects with suitable examples.

17. Maritime Logistics – Role in Defence Forces : Capt JS Gill, Retd, Former ADG Shipping.  The speaker covered salient aspects of maritime logistics and its importance for the armed Forces. He highlighted salient aspects of maritime logistics by giving examples from the previous wars.

SPECIAL VALEDICTORY SESSION

18. Special Invitee : Lt Gen Sarath Chand, UYSM, AVSM, VSM, Vice Chief of Army. The Vice Chief gave a special valedictory address in the Seminar. He highlighted the importance of military logistics and the inevitable need for transformation in military logistics to make it responsive and cost effective.

19. Q & A Session by Ms Kajori Sen, Journalist CNN_IBN. The Journalist conducted a short Q & A Session, highlighting the need to integrate national logistics.

20. Closing Address : Lt Gen Balbir Singh Sandhu, AVSM, VSM, DG S&T.  The DG concluded the Seminar by his closing remarks, summarizing the proceedings. He expressed satisfaction in conduct of the seminar on such an important subject. He concluded by giving out the Takeaways and promising follow up action on the implementable ideas emerged during the Seminar.
